Hawaii Gov. Linda Lingle is threatening to veto 28 bills, including one that would impose a one-year moratorium on the transfer of small boat harbors from the state to the counties. Lingle says the moratorium would put counties at a disadvantage to private parties seeking to operate the harbors, according to the Hawaii Tribune Herald. Lingle has until July 11 to take final action on the bills passed by the state legislature this session.
