Hurricane Katrina covered Grand Isle, La., with seven feet of water, and three weeks later Hurricane Rita swamped it again. But a little over a year later the barrier island is planning to celebrate its biggest tradition, the Grand Isle International Tarpon Rodeo, after residents and officials worked together to rebuild without federal assistance, according to the Baton Rouge Advocate. New houses stand next to others that await demolition, only one line brings power to the island and the city is short on workers, but this will be the first year the rodeo will be held in a new $875,000 pavilion.
