With no major issues to separate them, the two candidates for chairman of the District of Columbia Council are trying to bridge a racial divide that might decide the Sept. 12 Democratic primary. Both candidates are qualified council members, one is white and the other is black, and both gain most of their support from members of their own race, according to the Washington Post.
