UPPCC Announces New CPPO and CPPB Examinations in 2008
The Universal Public Purchasing Certification Council (UPPCC) announced plans to introduce new examinations for its public sector procurement certifications, including Certified Professional Public Buyer (CPPB) and Certified Public Procurement Officer (CPPO).
The announcement comes on the heels of the UPPCC’s first Item (Question) Writing Workshop. Over 100 CPPOs and CPPBs participated in the workshop held in Tampa, FL, in August 2006. The group produced more than 600 questions that will be used in creating the new exams.
Workshop participants received instructions on how to develop situational test questions that assess a candidate’s knowledge, skills, and abilities for professional certification. Situational questions require candidates to use a combination of skills that include practical on-the-job experience and textbook preparation/study. The UPPCC will introduce the new examinations for CPPO and CPPB in 2008.
“The UPPCC is committed to continuously upgrading the content and the quality of our examinations as we strive to become the globally accepted certification(s) for public purchasing professionals,” says UPPCC Council Chairman Don Buffum, CPPO.
“We’ve consulted with the best in the professional credentialing field and will be building the new exams and enhancing the overall programs based on best practices in certification.”

“The new Web site is a major step forward for the UPPCC and its certification programs,” says Buffum. “Its user-friendly format and design provides an ideal platform in which to communicate with and support applicants, candidates, and certificants alike. Future enhancements such as practice questions, practice exams, and Frequently Asked Questions (FAQs) are just some of the projects slated for the Web site in the near future.”
The Universal Public Purchasing Certification Council (UPPCC) is an independent entity formed to govern and administer the Certified Public Purchasing Officer (CPPO) and Certified Professional Public Buyer (CPPB) certification programs.
To date, the UPPCC has certified well over 10,000 professionals primarily within the United States and Canada, but in other nations around the globe as well.
