NASPO adds senior staffer

The Lexington, Ky.-based National Association of State Procurement Officials (NASPO) has appointed Krista Ferrell, CPPB, CPPO to the position of Director of Strategic Programs. In her new role, Ferrell will provide public procurement subject matter expertise as well as project management support for the association’s research, education, and outreach activities.

Ferrell comes to NASPO from the West Virginia State Purchasing Division, where she was the Buyer Supervisor and recently served out a special assignment as a procurement subject matter expert for West Virginia’s new statewide Enterprise Resource Management System. She joined the division in 2006.

As Buyer Supervisor, Ferrell managed the procurement staff and was responsible for the solicitation, evaluation and award of bids/proposals for goods and services, including construction, complex RFPs, master purchase lease agreements, and IT-related/system implementation contracts.

Ferrell holds the Certified Public Professional Buyer (CPPB), and Certified Public Procurement Officer (CPPO) credentials, as well as West Virginia Basic and Advanced Procurement Certifications. She earned a B.A. from Marshall University.

Ferrell began her tenure with NASPO at the recent How to Market to State Governments meeting in San Diego, Calif. As the Director of Strategic Programs, her responsibilities will include identifying and prioritizing opportunities to improve utilization of the resources NASPO provides. She will also serve as a resource to state procurement offices by sharing best practices and lessons learned from other states.

She is currently developing a Procurement 101 white paper for use in educating NASPO’s key stakeholders and affiliations about the value and importance of the procurement profession to good government.

The National Association of State Procurement Officials is a non-profit association dedicated to strengthening the procurement community through education, research, and communication. It is made up of the directors of the central purchasing offices of the 50 states, District of Columbia and territories of the United States. NASPO is an organization through which the member purchasing officials provide leadership in professional public purchasing, improve the quality of purchasing and procurement, exchange information, and cooperate to attain greater efficiency and economy.
