Breakfast session will explain end-of-fiscal-year buying spree
For government marketers, what selling strategies will work as the federal fiscal year 2014 draws to a close on Sept. 30? The Coalition for Government Procurement and Bloomberg Government are staging a breakfast meeting that will outline winning strategies. The breakfast briefing is free.
The meeting will take place Thursday, July 31 from 8:00 a.m. to 10:30 a.m. (EDT) at the Tower Club Tysons Corner in Vienna, Va. 22182. The club is at 8000 Towers Crescent Dr., #1700.
Last year, 34 percent of all federal contract dollars were awarded by agencies in the last quarter, according to Bloomberg Government. At the meeting, attendees will learn how they can prepare for the end-of-the-fiscal-year scramble by federal agencies to spend budget dollars. Agencies that don’t spend all dollars budgeted risk losing those monies in the next appropriation. For federal contractors, spend-it-or-lose-it often means a sprint to win these last-minute contracts. How do contractors turn the end of year scramble to an enduring strategy for success?
At the session, presenters will delve into how different industries can develop and hone their annual fourth-quarter strategies to be adequately prepared to compete at the end of federal fiscal year 2014. Attendees will learn about proposed 2015 federal appropriations and what industries will be winners of federal contracts in FY2015. Attendees will get tips on preparing to win federal contracts in the remaining months of FY 2014 as well as FY 2015.
Topics of discussion at the July 31 session will include:
• The top remaining federal opportunities and strategies to capture them,
• Strategies for contractors to take advantage of last minute spending, and
• Analysis of quarterly government spending trends

Roger Waldron, President, The Coalition for Government Procurement
Before joining Bloomberg, Kevin Brancato (photo at right) was a management scientist at the RAND Corporation, where he analyzed weapon system costs and defense manpower policies. He received a B.A. in math from Columbia University and a Ph.D. in economics from George Mason University.
Roger Waldron serves as president of the Coalition for Government Procurement and has more than 25 years of government contracting experience. In his role as president, Roger promotes common sense in government procurement and works to ensure the procurement system provides sound business opportunities that deliver value for customer agencies and the taxpayer.
Waldron has experience in federal General Services Administration (GSA) Multiple Award Schedule and IT GWAC Programs, including 20 years with the General Services Administration. During his time at GSA, Waldron held several positions including Senior Assistant General Counsel, Director, Acquisition Management Center, and finally, as Acting Deputy Chief Acquisition Officer, where he was responsible for the development, issuance and monitoring of acquisition policies and procedures governing GSA’s $60 billion procurement operations.
While at GSA Waldron was selected by the Executive Office of the President, to serve on the 14-member Services Acquisition Reform Act (SARA) Acquisition Advisory Panel, which provided extensive recommendations to Congress and OMB on effective and efficient procurement of commercial services.
Prior to joining the Coalition, Waldron was counsel at Mayer Brown LLP, where he advised clients on all aspects of government contracting, including review of solicitations, contract compliance issues, subcontracts and teaming agreements, data rights, organizational and personal conflicts of interest, ethics, suspension and debarment, performance disputes and audits.
