What we see is a consistent, dramatic trend that can be reliably predicted year after year. Between July and September the federal government posts between 35 and 40 percent of its solicitations for the fiscal year. The month of August alone typically sees 13 to 15 percent of the year’s postings – more than twice the monthly average.
The effect is even more dramatic if you look at the percentages of procurements completed. For example, there are three times as many proposals due in September than in any month in the first half of the fiscal year (15 percent vs. about 5 percent on average). And there is 3.5 times more contract dollars awarded in September than in any other month of the year (25 percent vs. about 7 percent on average).
