Cloud-based setup helps Golden State county streamline business processes
To improve the digital experience of its constituents, San Diego County has modernized it’s citizen-facing website. The old site, a collective of 50 departmental sites with varying requirements, content and missions, was not as easy to navigate as it could be. The old site also lacked mobile-friendliness for citizens on the go. Furthermore, county departments often needed to wait overnight or longer for the third-party IT contractor to deliver site changes or update content. The upgrade took place over the course of 2014.
As part of the process, the county deployed Adobe Experience Manager and Adobe Experience Manager forms, which are part of Adobe Marketing Cloud.
Through the updated site, residents can now find information about county finances or the Affordable Care Act, request birth or marriage certificates, or seek out details and forms related to child support, property taxes and other county functions. Adobe Experience Manager powers the site. It provides digital asset management capabilities, supports mobile access, and helps the county link into social sites such as Twitter and LinkedIn. In addition, the content management tool offers digital rights management features that safeguard confidential documents. The system helps ensure privacy of sensitive county and citizen information. It also eliminates the need for external IT contracting.
Through Adobe Experience Manager forms, the county has streamlined internal forms-based processes. Previously, departments had to download forms and fill in multiple pages by hand — resulting in delays and backlogs. Electronic forms save county officials time and are automatically entered into back-end systems.
The forms management tool integrated easily with the county’s existing EMC Documentum system and other platforms such as Microsoft SharePoint. The tool also provides workflow capabilities to accelerate processes and supports digital rights management.
“The Adobe Experience Manager forms tool is enabling digitization and automation of business processes by eliminating the need to print, sign, and scan paper forms,” says Michael Proctor, Chief Technical Architect for San Diego County. He adds that eliminating manual, paper-based processes with the forms tool is an enabler of business change for the county and a benefit to the public.
