Reorganization gave employees ‘roadmap’ to success

In 2007, faced with budget cuts and a hiring freeze, Sarasota County, Fla., began reorganizing its workforce to make it smaller and more efficient. The changes, including layoffs and restructuring, reduced the county workforce from 2,430 full-time employees in 2007 to 2,065 full-time employees in 2012. American City & County spoke to Joanie Whitley, interim director of human resources, about the changes.
