Portland, Ore., Mayor Tom Potter wants to limit the number of times residents can speak at city council meetings to once a month. Potter says the measure, expected to be passed this week, is needed to open the 15 minutes of public speech at the beginning of each meeting to more people, according to The Oregonian. It is also meant to discourage people from coming to every meeting to talk about things that don’t relate to the city.
