In April, the Paulsboro Borough, N.J., Council became one of many communities across the country to outlaw portable basketball hoops on or next to streets. According to The Associated Press, many communities — including some in Kentucky, Nevada, New Jersey, New York, Ohio, Oregon and Pennsylvania — view the hoops as hazards to the children who use them and to emergency vehicles.
